Fallin has already signed it<\/li>\n<\/ul>\n<p>Moves Oklahoma to <strong>NUMBER 2 in the REGION<\/strong> <strong>for <u>teacher pay<\/u><\/strong><\/p>\n<ul>\n<li>Moves Oklahoma from 48<sup>th<\/sup> <u>Nationally<\/u> to 34<sup>th<\/sup> (12<sup>th<\/sup> when factoring <u>cost of living<\/u> adjustments)<\/li>\n<li>Oklahoma is <strong>already FIRST in the REGION for <u>Benefits<\/u><\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h4><strong><u>The Teacher Pay Raise is ALREADY FUNDED<\/u><\/strong><\/h4>\n<p>The Legislature <strong><u>already passed<\/u><\/strong> (and Governor signed) the FY-2019 education budget<\/p>\n<ul>\n<li>The budget was a <strong>19.74 percent INCREASE<\/strong> (more than $480 million) <u>over the FY-2018 education budget<\/u><\/li>\n<li>Included funding for:\n<ul>\n<li>Teacher Pay Raises = $353.5 million<\/li>\n<li>Support Staff Pay Raises = $52 million<\/li>\n<li>Textbooks = $33 million<\/li>\n<li>Flex Benefits = $24.6 million<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>The plan <u>adjusts the statutory minimum salary schedule<\/u><\/p>\n<ul>\n<li><strong>The state is on the hook for the raises every year<\/strong><\/li>\n<\/ul>\n<p>Every teacher will receive a minimum $5,000 pay increase on AUGUST 1<\/p>\n<ul>\n<li>Raises will be based on experience and education level<\/li>\n<li>A teacher with 25 years of experience and a doctorate degree will receive a nearly $8,400 raise<\/li>\n<li>15-18 percent increases on average<\/li>\n<li>$6,100 average pay increase<\/li>\n<\/ul>\n<p style=\"text-align: center;\"><strong><u>AVERAGE NET PAY<\/u><\/strong><\/p>\n<p style=\"text-align: center;\"><strong><u><a href=\"http:\/\/www.moore96.com\/wp-content\/uploads\/2018\/04\/Average-teacher-pay.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-434\" src=\"http:\/\/www.moore96.com\/wp-content\/uploads\/2018\/04\/Average-teacher-pay-300x117.png\" alt=\"\" width=\"456\" height=\"178\" srcset=\"http:\/\/www.moore96.com\/wp-content\/uploads\/2018\/04\/Average-teacher-pay-300x117.png 300w, http:\/\/www.moore96.com\/wp-content\/uploads\/2018\/04\/Average-teacher-pay.png 555w\" sizes=\"auto, (max-width: 456px) 100vw, 456px\" \/><\/a><\/u><\/strong><\/p>\n<p>&nbsp;<\/p>\n<h4><strong><u>Funding Mechanisms for Teacher Pay Raise Plan<\/u><\/strong><\/h4>\n<p><em><strong>House Bill 1010XX<\/strong><\/em><\/p>\n<ul>\n<li><strong>Raises $405 MILLION Annually<\/strong><\/li>\n<li><strong>Tobacco Tax<\/strong>\n<ul>\n<li>Adds 50 mills\/cigarette tax ($1.00\/pack) on cigarettes<\/li>\n<li>Adds 50 mills\/cigar tax on little cigars<\/li>\n<\/ul>\n<\/li>\n<li><strong>Gross Production Tax<\/strong>\n<ul>\n<li>Increases GPT on all wells from 2 percent to 5 percent<\/li>\n<\/ul>\n<\/li>\n<li><strong>Motor Fuel and Diesel Tax<\/strong>\n<ul>\n<li>Increases tax on gasoline .03 cents\/gallon and diesel .06 cents\/gallon<\/li>\n<\/ul>\n<\/li>\n<li><strong>Hotel\/Motel Lodging Tax<\/strong>\n<ul>\n<li>Adds a $5 per room lodging tax on rented rooms<\/li>\n<li><strong><u>HOUSE REPEALED<\/u><\/strong> (Senate would not pass HB1010 with lodging tax)<\/li>\n<li><strong>DOES NOT AFFECT TEACHER PAY RAISES<\/strong>\n<ul>\n<li><strong><u>Those have already been funded<\/u><\/strong> with passage of education budget<\/li>\n<\/ul>\n<\/li>\n<li>IT DOES create a $32 million shortfall that must be addressed<\/li>\n<li>MULTIPLE OPTIONS available to replace that $32 million\n<ul>\n<li>Chairman Wallace expects a surplus from FY-2018 growth revenue<\/li>\n<li>REVOLVING FUNDS<\/li>\n<li>51 VOTE measures<\/li>\n<\/ul>\n<\/li>\n<li>&nbsp;<u>Still TWO MONTHS of session left<\/u> to craft a budget for remaining agencies<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><em><strong>House Bill 1011XX<\/strong><\/em><\/p>\n<ul>\n<li><strong>Raises $84 million annually<\/strong><\/li>\n<li>Places cap on itemized deductions (exempts charitable and medical expenses)<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h4><strong><u>THE STATE IS NOT TAXING TEACHERS TO PAY FOR THEIR OWN RAISE<\/u><\/strong><\/h4>\n<ul>\n<li>The average teacher will see a NET <strong>increase<\/strong> in pay of<strong> nearly $400\/month<\/strong><\/li>\n<li>The average driver will pay approximately <strong>$1\/month extra in fuel costs<\/strong><\/li>\n<li>Motor Fuel Tax (.03 cents\/gallon)<\/li>\n<li>FY-2019 = tax will raise $52 million DIVIDED by 2.6 million drivers = <strong>$20\/year or $1.06\/month<\/strong><\/li>\n<li>And ODOT estimates up to 40 percent of motor fuel purchased by out-of-state drivers<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Plan Overview The Legislature passed the LARGEST teacher pay raise plan in Oklahoma history Gov.
