is actually being spent.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Motor Vehicle Collections are your Excise Taxes you pay when you buy a vehicle, your Driver\u2019s License and License Plate fees. \u00a0Motor Fuel Taxes are the gasoline and diesel taxes you pay at the pump.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Of this money you can see where it is going:<\/p>\n<ul>\n<li>$317.6 to County Highways and Bridges (30.1%) \u00a0($50 Million diverted to general revenue)<\/li>\n<li><span style=\"font-weight: 400;\">$261.4 Million to school districts (21.4%).<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$212.6 Million to \u201cother non-highway uses\u201d ($17.5% to ODOT for new roads, highways, bridges and maintaining current assets.)<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$196 Million to general revenue (16.1%).<\/span><\/li>\n<li>$76.8% Non-Highway uses (6.3%)<\/li>\n<li><span style=\"font-weight: 400;\">$44 Million to Oklahoma Turnpike Authority (3.6%)<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$27.7 Cities &amp; Towns (2.3%)<\/span><\/li>\n<li><span style=\"font-weight: 400;\">$20.4 Indian Tribes id=\"caption-attachment-195\" class=\"wp-caption-text\">State motor fuel &amp; motor vehicle collections<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">So $1,219,423, 948 <\/span>Billion<span style=\"font-weight: 400;\"> in motor vehicle fees and taxes were collected and $564 Million <strong><em>didn\u2019t<\/em><\/strong> go to Roads, Highways and Bridges. \u00a046% of the money collected was diverted from Transportation needs. \u00a0I say needs because Oklahoma has a LOT of bridges that are rated D or F. \u00a0The legislature has funded many bridge projects and progress is being made after decades different priorities winning out over roads and bridges.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our State is growing and the need for new roads is apparent. \u00a0Safety needs and efficiency are concerns that make common sense and most Oklahomans would agree on.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">I want to see our transportation needs met. \u00a0New loops and routes to move traffic off I-35 are all well and good but roads and highways in good repair, with adequate shoulders and no potholes make for safe passage as well. \u00a0If we spent the $564 Million, otherwise diverted, on Transportation projects, we shouldn\u2019t need to use Turnpike bonds to fund the work. \u00a0Oklahoma should have at least GOOD roads and bridges. \u00a0Depending on Turnpike bonds only puts our State deeper in debt, continues to break the legislative promise to revert toll roads to \u201cfree\u201d roads, and allows current roads, highways and bridges to fall further in disrepair. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Priorities:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Determine what our transportation needs are (See ODOT\u2019s 8 year plan).<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Fund enough money to keep the ODOT plan on track and maintain the roads and bridges we have.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Fund the Bridge \u201cCatch-up\u201d plan to make sure all our bridges are safe.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Work towards \u201cfreeing up\u201d our current toll roads, not adding to them.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Properly fund future transportation needs.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">STOP the diversion of Transportation funds.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">What can I do?<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Contact your State Representative and Senator and demand Motor Vehicle Taxes and Collections go to Transportation projects.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Demand that the State\u2019s promise to \u201cfree\u201d tolls be met before any other promises.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Demand an explanation of why $44 Million per year in Motor Fuel Taxes are going to the Turnpike Authority. \u00a0Is it a loan? \u00a0Has the State been repaid? \u00a0If no, why not?<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Demand an end to \u201cCross Pledging.\u201d<\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Notes:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Out-of-State drivers buy a lot of fuel and contribute to our Motor Fuel Collections. \u00a0They have a reasonable expectation of safe passage on our roads, highways and bridges.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Motor Fuel Taxes are collected by the Oklahoma Turnpike Authority.<\/span>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Why? \u00a0Isn\u2019t that double taxation?<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Are the Motor Fuel Taxes then forwarded to the OK Tax Commission?<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Are any of those Motor Fuel Taxes used by the OTA for any reason?<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The State of Oklahoma is not able to maintain its roads, highways and bridges and build new ones at current funding levels.<\/span>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We have as many as 50% of our bridges that are deficient.<\/span>\n<ol>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Down from 80% or more in just the past 10 years.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Good roads and bridges are crucial to our State\u2019s economy and the safety of
